That's not a Christmas Elf, that's (I think) "El Chavo", a mexican TV character created by Roberto Gomez Bolaños.

actually the "Christmas Elf paper toy" is "El chavo del Oche" from a mexican sitcom from the 80's its got nothing to do with christmas.
