I used to work in prison, and was always amazed when I saw some of the inmates' records at how many times they had been arrested. I don't exactly live on the right side of the law, and I've been arrested zero times. Imagine being arrested 25-30 times, that's not a stretch for lots of people in prison. People in jail aren't just criminals, they are really bad at being criminals.
