Okay so a couple of things. 1. This is a unit-level reenlistment incentive. Four-day weekend passes are extremely common reenlistment incentives. 2. The unit scheduling a designated weekend for these passes makes sense on a training calendar planning level. 3. The commander is probably a gamer.

Today in "this administration totally supports The Troops", service members are getting notified that their children will no longer be provided with transportation from day care to elementary school. When your work day starts at 6:15 AM, that's a problem.
