Enrollment at UCSC is currently capped at 19,500 by a 2008 settlement between the campus and the city of Santa Cruz. The settlement, which brought an end to litigation by the city, county and citizen groups, also required UCSC to house two-thirds of new students on campus.

“Of course the biggest elephant in the room is housing,” Blumenthal said, acknowledging the housing crisis in Santa Cruz County that has seen residents struggle to keep with soaring rents. In Santa Cruz County, the median home price set a record $880,000 in 2017 and rents increased 3.3 percent in the last 12 months, more than the national average.
